Pixlr
PIXLR is a very easy to use FREE online tool that allows you to quickly create simple graphics. Just select the size of the media you want - Banner, letter page, square ad or anything - and then upload images, add text and shapes, and do very easy layering to create your content. No account required, but if you do use the free account you can save work and return later. Also available for download as an application.
